If single player/offline stuff doesn’t do this, then the issue *is* your network, and not the console.

How long have you had the console? Are vents free of obstruction? Have you dusted the fans? Looks like heat issue to me

I have 1gb fiber internet using ethernet and I get things like this occasionally on online games. I’m not saying there isn’t a problem with your system, BUT it looks a lot like simple lagging to me.
